Cyber Resilience of Emergency Coordination Centres from a Law Enforcement Perspective

València Local Police operates the city's emergency coordination centre, including the 092 emergency call line and dispatch services on which citizens depend every day. Within the EU-funded GANNDALF project, València Local Police leads a pilot use case dedicated to the cyber protection of this critical infrastructure, validating research tools for early threat detection, cyber risk assessment, forensic visualisation and decision support against escalating attack scenarios such as phishing-led intrusion, ransomware-style disruption and denial-of-service attacks on citizen-facing services. This presentation offers the end-user perspective of a municipal law enforcement agency: what it realistically takes to prepare, test and adopt advanced cybersecurity tools in a live emergency organisation, using GDPR-compliant simulated environments and synthetic data so that citizen services are never put at risk. The session shares practical lessons on bridging the gap between European cybersecurity research and the daily operational reality of public safety agencies.
